Anykščiai district municipal council did not approve the draft decision on the amendment “On determining the number of positions of civil servants of the mayor’s political (personal) trust”.
Mayor Kęstutis Tubis taught that it is necessary to increase the team, because his work is increasing. “According to the law, the mayor’s work procedure and its scope have changed significantly. The mayor of the previous term had signed 20 ordinances during such a period, this year I already signed 186 mayor’s ordinances, which is more than 9 times. The scope of work is completely different and certain areas can be supervised by the vice mayor. Since Sigutis Obelevičius stated that we will save funds at the expense of the mayor’s team, I must report how the funds were used in the previous council. The expenses of the former mayor’s team are 145,251 euros, the current ones are 28,156 euros. Obviously, there is a lot of saving at the expense of the current team. The former mayor had three advisers. I am appealing to the parties, the position of vice mayor is necessary to supervise the health and social sector”, said K. Tubis.
Liberal Lukas Pakeltis suggested dividing the issue and voting separately for the positions of vice mayor and mayor’s advisor. “I think this question is too early. In the last term, there was a coalition. Now you are not able to organize and work in small numbers. There were no talks with any faction about the possibility of working. In addition, we are following the situation, we know that the points will be settled in the fall with the help of the courts and we will know whether we will continue to work for 4 years according to the current election results, or whether there will be new elections”, said L. Pakeltis. “Valstietis” Gediminas Kukta offered to agree, because clarity will come in the fall, and the work does not stop.
However, the members of the district council voted that they will not increase the mayor’s team for the time being. 8 voted in favor and 8 abstained, while 7 were against. Amendments are being prepared, which will be voted on. 5 positions will be offered instead of 6. One option will be to vote in favor of allowing the mayor to appoint a vice-mayor, and another – to appoint another advisor.
In any case, according to the current laws, if the council does not agree, the mayor has the right to appoint a second vice mayor himself.
